Abstract

Even today, many decision-makers argue that communities are unable to manage commons -such as fisheries, forest, grassland-, contexts where individual interests end up prevailing over collective benefits. However, empirical evidence has shown how self-organizing experiences of certain communities, enable the successful management of this type of goods. The community of artisanal fishermen in the village of Baru has a problem of this kind, as it has generated environmental damage due to excessive extraction of their fishing designed. This paper presents a model which identifies, via multi-agent systems, some of the conditions related to the governance of the resource. It emphasizes how mental models configured within the model are articulated in different scenarios for the emergence of pro-social institutions.
