Abstract

In this survey we discuss the conditions for the implementation of a participatory budget proposal in the municipality of Sincelejo. It was conducted in two phases: review of secondary sources and analysis of the conditions that would favor the adoption of a participatory budget scheme. The results show that there exist favorable factors for the implementation of an exercise in citizen participation, on the basis of domestic and international experiences. This could help understand the role the community plays in the environment of a participatory society and allow a partnership between civil society, public and private organizations and the political sector. In this way, they could contribute to the solution of the community’s most pressing needs and reduce dissatisfaction with the current political system.
