This article contains the results of the analysis of the productive structure of the department of Cesar, Colombia, between 1990 and 2018. I review the concepts of economic and productive structures, and local productive systems, and then addresses the importance of policies implemented in the department throughout the period of study. In order to identify the behavior of the productive structure in the territory, I use the SECRE (Sector-Region) model —proposed by the Economic Commission for Latin America (ECLAC)— as an analysis tool. The results show clear changes in the economic structure of the department in the last three decades; in particular, in its level of specialization, location and restructuring of the productive apparatus.
